General Winthrop was given responsibility by General Brody to recover the mysterious spacecraft brought ashore at El Palomar in 1973. He cut off his official welcome when the occupants were revealed to be Apes. He had them transferred initially to a military base, where he visited them with his aide, who brought food for the Apes. Both General Winthrop and his aide were surprised to see the apes had brought luggage on their spaceflight and had attired themselves in clothes, suggesting humanlike customs and intelligence. General Winthrop apologized for intruding upon the apes, until he stumbled upon himself wondering why he was interacting with (supposedly) mute creatures. Thorough his aide, General Winthrop had the apes transferred from the base to the Los Angeles Zoo, which had better accomodations.
