The Underdwellers were a group of mutant humans living in the ruins of the "dead city", beneath the ape city. They were led by Krador, and believed an ancient prophecy that a saviour named 'Usa' would lead them back to the surface world some day. They believed that Judy Franklin was that saviour. The Underdwellers were frequently attacked by Urko's gorilla army.
