The Border, formerly the "California Border Quarantine Facility", was a former quarantine facility and weapons depot located somewhere in the Sierra Nevada, serving as the headquarters for Alpha-Omega, a paramilitary faction. It was destroyed during the Battle of the Border.

Simian Flu Outbreak[]
The facility was formerly used to quarantine people who suffered from the Simian Flu during the Simian Flu Pandemic. According to Colonel McCullough, it was a weapons depot before the pandemic. After it became a quarantine facility, the weapons were stored in the mountain.
Used by Alpha-Omega[]
During the Human-Ape War, it became the headquarters for the paramilitary faction known as Alpha-Omega after they deserted from the U.S. Army and became known as The Border.
Caesar discovered the area when he found a dying Spear and several other apes tied to crosses. He approached Spear to ask what happened. Spear tells him the rest of the ape clan was captured and were being forced to build a wall with no food or water. Caesar tried to ask about his son Cornelius but Spear succumbed to his wounds and died. As Caesar looked to see the camp, he was caught off-guard and captured by Red.
Caesar was taken into the base where he meets the Colonel who has Caesar escorted through the base, where he sees his captured ape clan and spots his son Cornelius calling to him, but doesn't respond to protect him from danger. Caesar was placed in a cage where he wallowed in his failure, as the clan seemed to have lost faith in him.
The apes were forced to work on building a defensive wall. Though imprisoned, Caesar still inspired his people by speaking against the soldiers' torture when an orangutan was being punished. Caesar eventually learned that Alpha-Omega was considered a rogue faction because of McCullough's extreme campaign to contain a new strain of the Simian Flu by killing off anyone, even his men, who carried it and anyone who opposed his methods, including his superiors. As a result, the Northern Military was expected to attack, with Alpha-Omega planning to defend themselves using the weapons left over from when the Border was a depot.
As the apes made their escape from the facility, the expected attack came. After becoming infected with the mutated Simian Flu, McCullough committed suicide. With Alpha-Omega targeting his people, Caesar detonated a large fuel tank, destroying the defensive wall. The explosion created a chain reaction that destroyed the base and wiped out most of Alpha-Omega and all their Donkey followers except Red, who redeemed himself before being executed by another soldier. The ruins were captured by the Northern Army shortly after, but the explosion triggered an avalanche, consuming the base and the surviving soldiers.

The complex is located at the entrance of a cave at the foothill of a mountain range surrounded by a large plain on its front.
