An unnamed male Chimpanzee served as a councilor on the Ape High Council. He was present when Ulysses entered the council chambers with evidence of Ursus' plans to created a Gorilla super soldier race. At first the councilor accused Ulysses of lying, but after Ulysses was able to prove it, a shocked and horrified councilor asked Ursus if he had completely lost his mind stating his that his plans were "against all our principles" and that "its anti-simian". After Zaius ordered Ursus' and Nova's release, Zaius then proceeded to banish the two humans from Ape City and never to return. A confused councilor asked when Zaius why he freed Ulysses when they should have executed him, Zaius then stated that by doing so, he portrayed Ulysses as a selfish coward whose desertion would end the human rebellion.
Unbeknownst to Zaius and the Ape High Council however, their hopes for the human rebellion to collapse ultimately failed as the combined forces of both the human rebellion and the Akanites under the leadership of Mathias had amassed outside Ape City in preparation to attack.
