Police Chief Burrus was the head of the gorilla security force in Ape City eight years before Taylor's arrival, when the destruction of the Moon caused a catastrophe. In the aftermath, Burrus proved incapable of organising the emergency response and Doctor Zaius summarily replaced him with Marcus.
